Sharon Pendlebury most recently served as Administrator of Behavioral Health Services in Cheyenne. She has spent nearly 40 years in behavioral health, primarily working alongside acutely unwell psychiatric patients, their families and specialist teams, supporting them in both forensic and acute hospital settings. She has focused on bringing psychiatric service lines to clinical excellence using the Healthcare High Reliability and High Impact Leadership models.
In addition to performing in the top 1% in the nation at Cheyenne Regional Medical Center -- with Sharon's leadership the team was able to:
- Reduce the facility’s 30-day Emergency Department post-acute, inpatient discharge rate to 3.5%.
- Reduce the 30-day readmission rate to acute inpatient units to 2.4%.
- Maintain an employee turnover rate of just 3%
- Experience only two patient-avoidable days over a 24-month period.

Victoria Cordova has worked in the forensic and acute mental health field for over 14 years as a Licensed Professional Counselor with a Master of Science: Marriage, Family, and Child Therapy. She has worked within a number of psychiatric acute and outpatient service lines supporting the introduction of High Reliability Health Care, Just Culture, and High Impact Leadership within service lines. Victoria has expanded her clinical and administrative leadership roles to take responsibility for access to care across the continuum to ensure that within her psychiatric service lines, the home hospital system and with strong community agency partnership support she could be accountable for ensuring that the teams reporting up through her could evidence that every patient was supported within the constructs of medical necessity and the Quadruple Aim. Victoria and her leadership team, with support from her last hospital system, the psychiatric teams and the community with whom it partnered, was able to facilitate the acute psychiatric care service to CMS recognition for top 1% in the nation for all CMS Acute Core Quality Measures, 3.5% 30 Day readmissions to the Emergency Department post acute inpatient discharge in a 12 month period, 2.4% 30 Day readmissions to acute inpatient unit 2.4% in a 12 month period, a 12 month 3% employee turnover rate and only 2 patient avoidable days in 24 months.
Janaque joined Strategic Behavioral Health in June 2019 as part of Clearview Behavioral Health’s leadership team and is committed to bringing best practice care, every patient, every time to the Northern Colorado community and beyond. Ms. McDonough has more than 19 years’ experience in the healthcare industry. Ms. McDonough was responsible for development and oversight of award-winning multidisciplinary programming with focus on increasing skill development for three different health systems prior to joining the Strategic team. Ms. McDonough co-implemented a two day, on site, consultation program to serve inpatient units referred by Joint Commission as a result of findings within a safe matrix on survey. Ms. McDonough has been responsible for patient experience improvement planning, employee engagement action planning, frontline and leadership training, strategic planning, and department budget and performance. Ms. McDonough is an Advanced Physical Skills CPI trainer. Ms. McDonough is a graduate of the University of Northern Colorado with a BS in Human Rehabilitative Services. She also holds a Master of Science in Organizational Leadership (MSOL) with specializations in change management and strategic innovation from Colorado State University Global.
Ms. Just joined Strategic Behavioral Health in September 2019 as part of Clearview Behavioral Health’s leadership team and is committed to providing excellent patient care to all patients, by providing a safe environment and excellent nursing services. Ms. Just has more than 15 years’ experience in healthcare. Ms. Just is an Advanced Physical Skills CPI trainer; a Master of Nursing Leadership graduate of Regis University in Denver, Colorado; and a Board Certified Psychiatric-Mental Health Nurse certified by the American Nurses Credentialing Center for more than five years.
Laurie joined the Clear View Behavioral Health team in January 2019. With over 30 years working in behavior health care settings Ms. Billington is dedicated to quality patient care in a safe setting. Ms. Billington spent most of her career working in juvenile residential settings implementing new programming, improving treatment delivery models, improving processes for patient and staff safety, overall facility communication, strategic planning, and assisted with the implementation of a highly effective staff training program. Additionally, Ms. Billington focused on building a working relationship with contract and licensing monitors as well as community stakeholders. Ms. Billington is a graduate of Colorado State University with a BS in Human Development and Family Studies and holds a Master of Science in Organizational Leadership (MSOL) specializing in health care administration from Colorado State University Global.
Dr. Donald Balun has been certified by the American Board of Psychiatry and Neurology. He has been with Clear View Behavioral Health since April 2018. His undergraduate degree was obtained at California state University Fresno. He completed medical school in 1997 at Albany Medical College in Albany New York. His residency in adult psychiatry was at the Albany Medical Center and was completed in 2000. He then completed a fellowship in child and adolescent psychiatry at Walter Reed Army Medical Center in 2002. From 2002 until 2008 he served as a psychiatrist and then Chief of the behavioral medicine division at General Leonard Wood Army community Hospital. From the end of 2008 until April 2018 he worked as an inpatient and outpatient psychiatrist at Mercy Medical Center in Springfield Missouri. He did move to Northern Colorado to be closer to friends and family and to continue his work in inpatient psychiatry.
Dr. Rachel Mommer, DNP, FNP-BC joined Clear View Behavioral Health as a Nurse Practitioner in November 2018. Her mission is to holistically provide care for each patient, ensuring their medical and mental needs are fulfilled while they are hospitalized as well as to improve their success outpatient. She believes medicine is the art of people and science of behavior, thus she tailors her practice towards each individual patient. Rachel has been passionate towards improving mental health care since undergraduate curriculum, graduating from Colorado State University with a BS in Psychology and a Minor in Spanish. She furthered her education at University of Northern Colorado, graduating with honors with a BSN in Nursing followed by a Doctorate of Nursing Practice with an Emphasis in Family Nurse Practitioner. Dr. Mommer is pursuing further training in psychiatry and addiction, starting a certificate program as a PMHNP in fall 2019. As a Colorado native, Rachel enjoys staying active and fully embracing the beautiful outdoors Colorado has to offer.
Dr. Crystal Garcia, PharmD, RPh, is the Director of Pharmacy for Clear View Behavioral Health. With more than 10 years’ experience in pharmacy, she joined Clear View Behavioral Health in January 2019 to specialize in psychiatric pharmacy. She is passionate about patient care, medication education, and community involvement. Crystal received her BS in Chemistry from Purdue University and earned her Doctor of Pharmacy degree from the University of Colorado Skaggs School of Pharmacy and Pharmaceutical Sciences. She is a member of Phi Lambda Sigma Pharmacy Leadership Society, College of Psychiatric & Neurologic Pharmacists, and Colorado Pharmacists Society.
Megan Lane joined Clear View Behavioral Health in 2017. Ms. Lane is currently the Nurse Manager for Clear View Behavioral Health. Ms. Lane started her journey in health care in 2009, when she received her BSN from the University of Colorado Denver Anschutz and holds an MBA in healthcare administration from Colorado University Denver. Prior to her healthcare career, Ms. Lane worked in the financial sector as a VP for five years with a bachelor’s in finance from Colorado State University. Ms. Lane is passionate about supporting her staff to ensure a safe environment for both staff and patients, as well as demonstrating compassion and respect for every patient that her team provides care for every single day.
Martha joined Strategic Behavioral Health in February 2019 as part of Clear View Behavioral Health’s leadership team. As the Business Office Manger Martha has over 20 years’ experience in the health care finance industry. Martha’s experience includes successful startups of two Colorado Medical facilities development and implementation of finance process and procedures. After completing the successful startups Martha held a Regional Business Office Manager title.
Michael Tepp has been with Clear View for a year and a half in various roles and is currently the Director of EOC. Mr. Tepp initially joined Clear View as an overnight Mental Health Technician, moved to day shift, over to the Outpatient side, then moved to the Maintenance department, and when the EOC Director position became available was excited for the opportunity support use his skills as a tech to ensure the environment of safety for Clear View's patients and staff. Mr. Tepp uses his robust experiences throughout the hospital to bring an expansive point of view to the Environment of Care of department.
Quentin joined Clear View Behavioral Health in September 2016 as part of Clear View Behavioral Health’s leadership team and is committed to bringing best practice care, every patient, every time to the Northern Colorado community and beyond. Quentin 15 years’ experience in the food service industry. The Food Service Director position includes but not limited to; making sure that we stay in compliance at all times, team building and training, insuring the patients and client have the best possible experience while dining at Clear View and final creating a bridge between food service and the mental health community. Quentin looks forward to bringing Clear View and the greater Northern Colorado community the best practice and services.
